Ramis scored in the eighth minute and McArthur found the net in the 47th at the DW Stadium as Wigan provisionally rose two places to 15th in the standings, four points above the relegation zone.
It was Wigan manager Roberto Martinez's first victory in seven league matches and only his second of the season. James Tomkins scored a 90th-minute consolation goal for West Ham, which remains one point out of the top four ahead of the rest of the fixtures in the round.
In another Match, Stoke extended their Premier League home unbeaten run to 11 games with a 0-0 draw against Sunderland at the Britannia Stadium on Saturday. Stoke have not lost a league game at home since Feb. 4 when they were beaten 1-0 by Sunderland, a run that includes four wins and seven draws.
In a game of few quality chances, Stoke pressed for a late winner with chances falling to Robert Huth and Peter Crouch, but Sunderland goalkeeper Simon Mignolet held firm to secure a share of the points. The draw was Sunderland's sixth in eight matches this season and leaves the Black Cats 14th in the table, trailing Stoke in 12th on goal difference.
