CBI Director Vijay Shanker says the way Arushi-Hemraj murder case was investigated by the Noida Police show the shortfalls in the policing system in the country. Speaking exclusively to CNN-IBN national chief of bureau Bhupendra Chaubey, Shanker also accused the media of hampering the probe.

CNN-IBN: When you keep an individual in custody for 50 days and at the end of 50 days, the agency says that there is no evidence against him. Has the CBI been fair to Dr Talwar?

Vijay Shanker: As far as the CBI is concerned, it did not arrest Dr Talwar. As far as his custody is concerned, each time his custody was given, the court considered key issues and gave Dr Talwar’s custody.

CNN-IBN: You are putting the blame on the criminal justice system but would you as the country's head of the premier investigating agency, also accept that there is a flaw as far as the investigators are concerned.

Vijay Shanker: Undoubtedly. There is quite a lot that is there for improvement for the investigating agencies. So far as giving clean chit to Dr Talwar is concerned, that is not the final word, I may remind you. The investigation is still going on. Let us not in our conversation use judgmental words.

CNN-IBN: But, what about the media? The media's role has come in for sharp criticism that it was the television channels and newspapers that were floating new theories everyday. Were these leaks coming from the CBI or was it under pressure looking at what was appearing in the media?

Vijay Shanker: It is the media which itself has to decide because of the fact that the Government has given it complete freedom.

CNN-IBN: What happens to the investigators sir. Wherever you go, there are 60 news channels following you. Every twist and turn of the case was being reported. Evidence was being discussed in public. Is that fair?

Vijay Shanker: As far as that part of media conduct is concerned, I would say it was an overreaction. It was obstruction into the investigation of CBI. It was also to some extent a violation of the law, obstructing a public servant to perform his duty.
