Amritsar: The Supreme Court on Thursday upheld a law which provides 27 per cent reservation for Other Backward Castes (OBCs) in educational institutions supported by Central Government.

But CNN-IBN finds out there are places where agents that help you procure fake SC/ST and OBC certificates run flourishing businesses.

Mani is one such agent who owns and runs a fake certificate business in Amritsar and employs around four middlemen.

On being approached by CNN-IBN, he promised to deliver an SC certificate within two days. Mani asked for Rs 1000 in advance and another Rs 400 for his services.

The money ensured that no documents or proofs were required. We suggested a name and he filled in a fictitious address.

“When I will give you the certificate, I will take you along to get it checked,” he said.

After a long wait, he asked us to meet the Area Councilor Surinder Choudhary. No verification sought, no questions asked, the Councilor put in his signatures and directed us to his office to get it stamped.

An agent of Mani got the needed signatures from the tehsildar and other officials and handed over the SC certificate to us.

“Your registration number is 2969. Your name has been registered. There would be no problem,” Mani’s agent Sonu told us.

Our next stop was the local Tehsil office. An employee at the local tehsil office in Amritsar confirmed the validity of the certificate.

"No problem. The certificate is okay," she assured.

While the Supreme Court has put a stamp of approval on the need to have reservations for the deprived lot, it is these malpractices, which are depriving those in dire need of it.
