N.Anand Rao	The only way to come out of this problem is for RBI to sell a gold locket of equivalent cost of garland notes and should be issued against a copy of wedding card. This copy of the wedding card may be sent to Police to verify if post marriage registration has taken place.RBI can have two actions taken at one window.Meanwhile rigorous penalty be charged for those using garlands of notes.
