Satyasai By Culture our country needs strict rules if something has to work.Writing on currency wrotes has been started by bank people itself for the convenience of identifying the number of notes. So ruining of currency notes started in banks itself.Currency garlands in India has been for years , to make people shift from that we need an alternative atleast but it will hurt everybody's emotions. But may be slowly it can achieved not only videos all banks should place a board that currency garlands are subjected to fines and anybody can caught doing so will have to show PAN card etc.Lot of people dont have PAN cards in India, that might be an option, but normal poor people may not even know what a PAN card it so that creates one layer filtered, same video should be shown in theatres , railway stations and public road transport areas as accessibility to see TV in these places are more.Change might come slowly. Its cultural change more than anything so as generations change things might change.

Samuel David Dhas RBI has to be finding the people and put them behind bars with the help of local officials. RBI with the help of government has to pass some GO (Government Order) to ban use of currency notes for garlands. I don’t think the practice of using currency for garlands will stop with out strict order from government.

A G I think instead of spending money on producing short films to educate people, and issuing directives etc, RBI should explore the option of issuing plastic notes. They (plastic notes) definitely have longer life and don't get soiled at all.

Kannan I think RBI needs to come up the rule that all registered shops in India to accept Credit Card/Debit Cards. RBI needs to make sure that all the salary to be paid thru the bank by e-transfer from company’s account to employee account. This is happening only by corporate this should even extend all the firms in India. By doing this the usage of Rupee Notes will come down. This may help RBI to reduce the issue of Rupee note to people and help them to misuse the Rupee notes like this.

Anil Pai By nature, Indians are sensitised only by punitive actions.
It is a criminal offence to deface public (read government) property. Though the people own the money, the currency continues to be a bond issued by the government. I can't understand why the authorities need to go soft on this case because it affects a few persons' sentiments. Millions of tax payers' rupees are spent reprinting currency to replace damages ones. This is indeed criminal and should be dealt accordingly.

RAMESH since this pracice is not likely to stop any time soon, one possible method would be to put the notes in a thin plastic cover; this way the note will not get damaged. people can be encouraged to adopt this practice thru ads etc.

anandh i think the most important issue here is the easy way out for counterfieters to profit out of this business. they could very well use counterfiet notes for making the garlands and get real money on their hands.. as the garlands are anyway not going to be used after this there is no way of checking them. surprising this is not mentioned in the article

Shivdeep Perhaps they should just do away with smaller notes like Rs. 10 and 20. They should introduce coins for this purpose. It will serve two purposes. 1) It will encourage the use of vending machines 2) The smaller notes tend to get dirty sooner so coins will have a longer life. Further the coins they introduce should not be big and bulky like the Rs.5 coin. In Japan they have coins up to 500¥ without any problems which is roughly equivalent to 5$.

N.Anand Rao The only way to come out of this problem is for RBI to sell a gold locket of equivalent cost of garland notes and should be issued against a copy of wedding card. This copy of the wedding card may be sent to Police to verify if post marriage registration has taken place.RBI can have two actions taken at one window.Meanwhile rigorous penalty be charged for those using garlands of notes.
