Herschel One simple point. Doctors, Lawyers, Engineers, Bankers can all set up their own private practice- however for a teacher to do the same, they are required to go teach at a school. If a teacher has students who are willing to learn from them, then why is that not allowed to be made a part of the their earnings (I am talking as per rule and not what actually happens).

Also, foreign universities are dying to set up shop in india purely because the market is so huge and they don't care much about brand diluation at this stage. The people are more than willing to pay. In simple economic terms, there is demand and supply so what the ministers problem? When the foreign uni's do come, many people will go there, which would free up space in local/government/other private institutes and hence the requirement of quota's can be addressed.

Perhaps we will only know if someone asks them formally under RTI.
