It seems the rapport between Bush and Manmohan Singh is built under the damocles sword of Volcker report. Has US blackmailed and arm twisted Indian Congress with some incriminating evidence on oil for food programme that US is privy to?

It seems like keeping the deal alive was the main priority of the government, hence national pride and security have been compromised. I hope the left parties do not allow the congress to move ahead with this agreement. Otherwise India's situation will be the same as that of Iran's with IAEA inspectors running around our countryside. US is trying to curb India's nuclear arsenal growth by calling this as ENERGY-COOPERATION deal. Our puppet prime minister is going ahead with this deal at the cost of national security. It is a shame that the same national congress which once fought for our freedom is now selling the national pride and security in the name of ENERGY-COOPERATION deal.

Sections 103 (STATEMENT OF POLICY), 104 (WAIVER AUTHORITY AND CONGRESSIONAL APPROVAL) and 106 (INOPERABILITY OF DETERMINATION AND WAIVERS) of The Henry Hyde Act (HR 5682 ENR; pased by Senate and Congress of the US) are the most important. SEC 106 says: "A determination and any waiver under section 104 shall cease to be effective if the President determines that India has detonated a nuclear explosive device after the date of the enactment of this title."
Ths is the most troubling statement of this law.
More importnatly, (1) The law does not explicitly prevent India from reprocessing; and (2) The law does not ask for return of nuclear materials, equipment, spent fuel, etc. in case of a potential nuclear test by India and (2) the law does not mention anything about helping India in inceasing its nuclear energy.
It is clear that the letter and spirit of this law is focused on NON-PROLIFERATION objectives of the US, whereas cooperation issues are less emphasized in this law. It is being SOLD as NON-POLIFERATION law in the US whereas, it is SOLD as ENERGY-COOPERATION in India.
Given the vague language of this law, and a number of NSGG and IAEA related "escape" clauses available for the US, it is important that 123 agreement be as specific as possible. It should be checked word-by-word and compared to HR 5682 and IAEA Addiitonal Protocols and NSG Agreement very carefully by India,
SEC. 106 is still the most troubling section for INdia. If India tests, the Waiver Authority and Congressional Approval is null and void immediately. I am not sure how 123 can resolve this starkly worded section.

Throughout the interview Mr. MK Narayanan sounded like a "Condaleezaa Rice" of India.It appears that Indian delegation went through the discussions under a mindset to somehow keep the deal alive. We are not getting a categorical summation of benefits of this deal in this interview.Let us hope that the next part of interview will be different in character and contents.

As usual and as expected Mr. Narayanan is a typical bureaucrat beating around the bush and side stepping the main question--Have we really compromised our right to increase our nuclear arsenal as and when we require to do so and will we have IAEA inspectors running around our countryside in future. --- For heaven's sake, please give us a straight yes or no Mr Narayanans and less of the typical babu talk. I for one do not trust this government at all and will always regret the day that the nation was unfortunately forced to to be led by Mrs Sonia Gandhi and her pet yes boy Mr. Singh
What a national shame-- To undo in one sweep what the previous govt had done -- namely giving us back our pride

its a pity that mr.ravi didnt get his facts right before commenting about the deal. All the talk of compromising our strategic interests is hogwash. Its a great deal and i hope everyone realises that had the deal failed what impact it would have caused to future Govts trying to negotiate on equal terms. A very fair deal. The External Affairs Wing for their laborious work and Bush for his confidence in the Indian State should be applauded. Nice talk by Narayan. He seems to be in control of things. High five mate!!!
