I cannot agree with your survey that the way women dress has nothing to do with crimes on them. When women wear revealing clothes and show off their cleavage, men definatly get sexually aroused. Women should also learn to dress decently and responsibly.

Sexual arousal cannot be taken as a reason or an excuse for men acting smart with women.
Secondly, if the dress women wear was an issue, most of the western countries would have the highest rates of rape and attrocities against women. In reverse, certain mid-east nations should probably have the least considering that women are fully covered, but thats not the case.
Let's be honest here. If you allow attrocities, it will only increase. Its not because there are no laws, its not because there are no cops and its definitely not because women wear revealing clothes. Its because they fail to punish the guilty while they victimize the victims even further. If the guilty are not punish, what reason is there to stop commiting crime. We all know India's stats on punishing the guilty.
Let an Iron Hand punish those who commit such crimes. You will see that the crime rate comes down.(I'm not saying it will die down completely...but it WILL come down).
This is a debate and I in no ways mean to be offensive.

It is really a shame that even after six decades of independence and politicians shouting for reservation for women in parliamenty and assemblies, can't ensure safety of common women on the streets. This unsafe atmosphere for women and even for men in our country shows the degradation of the country. This is mainly due to criminals and traitors in politics who ruin the country instead of ruling. Degradation moves at a galopping rate due to delay in criminal cases, bails and protectioion of hardcore criminals and traitors for the sake of votes by politicians. It is high time death penalty is enforced to create fear in the minds of criminals. I can only say we got independence mainly for the prosperity and welfare of polioticians and criminals. The best revenge a man can take on a woman is either to molest them or rape them. The scarring of body and soul is enough for a woman to relenquish all claims even of her dignity. I read Mukhtar Mai's book sometime back. All women should read it and learn to believe in standing up for themseves against all odds.

Society is like a living organism. No problem should be viewed in isolation.The evil impacts of films,tv serials, advertisements full of sex and exposures of the bodies of ladies are exercising evil influence on young minds.Ladies arr imitating those Stars in real life in dressing etc. No control is there on these which are thriving under the guise of freedom of expression. No harsh punishments for rapers and molesters.Most of perpetrators of rapes and molesters are let off by courts due to loopholes in Legal System.Along with good bad also comes. But minimizing of evil is imporatnt. That government has to do.Even in Indian Mythology Ravana was cursed by Gods when he raped Rambha that from then onwards if he even touched any lady against her will his head would break in to thousand pieces.The spirit of it only should be taken in our times.

It is shameful that half of our population feels insecure on their very own land. It only goes to show the hypocricy among the Indian public who much of whom claim to be devotees of various Godesses.
Sixty years into freedom and literacy, a booming economy and a global outlook - if all this cannot change the status of every second citizen then it must come up among concerns of highest priority. Addressing this issue should also bring down the other crime statistics as well.
